Under the court's ruling, the Department of Homeland Security may request citizenship and immigration status information from other federal agencies.
The administration says the system is aimed at preventing non-citizens from voting, while critics say it could lead to the removal of eligible voters from registration rolls.
The system is seen as one of a series of measures increasing federal government involvement in the election process ahead of the midterm elections in November.
